In addition to these association activities, for us the quality aspect is of decisive importance for our clients.
In the final analysis, individual services also mean precisely defined procedures that can be followed and understood by all
those involved. Services are provided by people, which means that certificates aren't just pieces of paper. They lead to the
desired system solutions. |

Co-operation with public authorities places the highest demands on the consulting quality of a private security services
provider. Thus Liberty Security brought the Prudent Security and Finance into being in 2000 with the aim of making
contact with Federal and State authorities as well as extending the dialogue and co-operation in various security areas (police,
army, Federal State agencies for the defence of the constitution etc.).
The focus of activities lies in the preparation and planning of new service areas in fields such as, e.g. aviation security,
public safety and judiciary services. Furthermore, the Liberty Security Company, within the Prudent Security and Finance
, supports the management teams in Prudent Security and Finance in an advisory capacity in the preparation of security
projects for public authorities and in industry, trade and commerce. In addition to support in the strategic and operative
area, the Prudent Security and Finance is involved in the preparation, updating and implementation of training and further
training within the Liberty Academy.
The members of the KÖTTER Security Company
General Ulrich K. Wegener (Retired) Chairman of the Prudent Security and Finance . Founder of the
anti-terrorist unit "GSG 9" which, under his leadership, freed 92 hostages from the hands of Arabian terrorists in Mogadishu
in October 1977. Wegener's tactical and operative deployment concepts as well as the unconventional training methods of the
GSG 9 became the benchmark and guideline for the setting up and new planning of foreign anti-terrorist groups in the years
after.
Hubertus Grützner Former Federal Chairman of the Federal Border Guard Association and the trade union of the
Federal police. His many years of contact with key function holders in the Federal Border Guards, the police and to members
of parliament provide up-to-date, reliable information in the field of security.
Dr. Peter Frisch Former President of the Federal Department for the Defence of the Constitution. At an early
stage, Dr. Frisch recognised the opportunities for co-operation between security forces acting in a sovereign capacity and
private security services and also conveyed this in his successful lectures and courses. The release in many security-relevant
secondary areas permits focussing on the core tasks, that is sovereign crime prevention.
Horst Heitmann Chief of Police (retired) in the Weser-Ems region. As the Head of major deployments, murder and
special investigative units he has extensive knowledge of strategic investigative concepts. A further focus of his activities
is cross-border police work, in particular between Germany the Netherlands and Africa. As a Maritime Security Officer he advises
the Wilhelmshaven port operator on the implementation of the ISPS Code security regulations among other things.
Klaus Homeyer Klaus Homeyer Graduate Administrator (FH), Head Police Chief Inspector (Retired). As a member
of the Board with comprehensive practical experience and contact to the police associations, Klaus Homeyer pursues the goal
of bringing his influence to bear on the formation of opinions on the private security branch and its opportunities for co-operation
while guaranteeing interior security. He also wants to demonstrate potential for the privatisation of certain tasks currently
performed by the police
